Beat the room temperature butter with condensed milk for 5-6 minutes.
In another bowl, beat the egg whites until stiff peaks form.
Pour the water, sugar, and agar-agar into a saucepan. Place it on the stove - high heat since it boils, boil for 5 minutes, stirring vigorously.
Pour the syrup in a thin stream into the egg whites while continuing to beat for 1-2 minutes.
Add the mixture to a 20x20 cm pan, previously lined with parchment paper. Chill for 4-5 hours.
Take out of the refrigerator, straighten the edges and divide into 16 equal parts.
Roll in cocoa powder and savor. Enjoy!
